Who this is for
VCT works with three types of landlord across South Wales. All services are available standalone or bundled, with portfolio discounts for larger portfolios.
You rent out one or two properties and need the compliance certificates your letting agent or council is asking for — done properly, at a fair price, with no VAT.
Fire Risk · PAT · Legionella · DampYou operate one or more Houses in Multiple Occupation and need pre-licence audits, ongoing compliance monitoring, and the full documentation stack your council requires.
HMO Audits · FRA · Monthly MonitoringYou manage five or more properties and need a reliable compliance partner who can handle everything across your portfolio — with portfolio discounts up to 25%.
Portfolio discounts · Bulk pricingCore service — do not ignore this
If you own a rental property in Wales — particularly an HMO — you are legally required to have a current, suitable and sufficient Fire Risk Assessment. It's not a recommendation. It's a requirement under the Regulatory Reform (Fire Safety) Order 2005 and reinforced by the Renting Homes (Wales) Act 2016.
Many landlords either don't have one, have one that is out of date, or have one that doesn't reference Welsh-specific legislation. Any of these leaves you exposed — to enforcement action, to licence refusal, and to being uninsured in the event of a fire.

VCT's most popular packages combine Fire Risk Assessments with PAT testing and Legionella into a single visit — saving you time and delivering everything your council needs in one document pack.
HMO landlords
HMO licence renewals in South Wales require a full compliance documentation stack — and councils in Bridgend, RCT and Swansea are scrutinising applications closely. Missing a Fire Risk Assessment, an out-of-date PAT certificate, or a failed emergency lighting test can delay your renewal by weeks and cost your tenants their home.
VCT's HMO pre-licence audit identifies every gap before your council does — giving you a RAG-rated action plan and time to fix it before submission.
Monthly monitoring contracts
Put your HMO on a monthly monitoring contract and compliance becomes a managed service — not a panic before licence renewal. One inspector. One report every month. Fire safety checks every single visit.
Portfolio discounts — 15% for 5–9 properties · 20% for 10–19 · 25% for 20+. Annual contracts available. No mileage charge within 25 miles of Bridgend. No VAT.
