The Renting Homes (Wales) Act 2016 changed everything for landlords and letting agents in Wales. The legislation introduced a legal duty on landlords to ensure properties are fit for human habitation โ and for the first time, that duty is backed by real enforcement powers and real consequences for those who fall short.
The problem was that the compliance industry hadn't kept up. Across South Wales, landlords were receiving generic reports from contractors who didn't reference Welsh legislation, didn't understand FFHH standards, and couldn't provide the kind of scientific evidence that holds up when a dispute reaches a council or tribunal.
